Obtaining planning permission allows the municipality to verify that the proposed work complies with planning regulations.

Depending on the scale of the project, a permit (building permit, development permit, etc.) or a prior declaration must be submitted.

A prior declaration of works is mandatory, particularly in the following cases:

New construction (garage, outbuilding, garden shed, etc.) or work on an existing building resulting in the creation of a floor area or footprint between 5 m² and 20 m². For work on an existing building, this threshold is increased to 40 m² if the building is in an urban area covered by a local urban development plan (PLU) or a land use plan (POS),
construction of a wall with a height above ground of 2 m or more,
construction of a swimming pool with a surface area of 100 m² or less that is uncovered or whose cover (fixed or retractable) has a height above ground of less than 1.80 m, work modifying the original exterior appearance of a building (for example, replacing a window or door with another model, creating a new window opening, choosing a new paint colour for the façade),

façade renovation work if it takes place in an area subject to special protection (for example, near a historical monument),
change of use of a premises (for example, converting a commercial space into a residential space) without modification of the load-bearing structures or the facade of the building,
carrying out a land division, in particular to detach one or more lots.

New construction
New constructions are those independent of any existing building. They must be preceded by the issuance of a building permit, except for: constructions exempt from any formalities, such as swimming pools smaller than 10 m² or garden sheds smaller than 5 m², and those that require a prior declaration.
Work on an existing building
Work on an existing building includes, for example, extending a house. The rules differ depending on whether your project is in an urban area of a municipality with a local urban development plan (PLU) or a land use plan (POS). To find out, you must contact the town hall planning division.
